Here is a quick little list of skills and what many people believe need an exp raise.
Mining - fine small boost
Fishing - 60xp per fish needs boost.
Cooking - 150xp per shrimp alright
Crafting - Needs a bit of an increase. (currently takes about 10k+ d stones for 99)
Thieving - fine
Agility - at least double the normal rate
Herb - 450 prayer pots.
Fletching - 25xp normal log needs boost
Smithing - 30xp per bar needs boost
Firemaking - awesome
Woodcutting - fine
Farming - Xp rates fine.
RC -
Prayer - raised a bit.
Slayer - raised a bit
Dung - 9k per floor maybe a boost as 98-99 would take 100+ floors.
